WILKES-BARRE — Two Luzerne County corrections officers and a Hanover Township man who was signed by the Dallas Cowboys earlier this year are among 13 people charged with operating a narcotics ring that spanned five Northeastern Pennsylvania counties, the state Attorney General’s Office said.Attorney General Kathleen G. Kane described the case as involving two transcontinental anabolic steroids rings.
